IBM developerWorks is hosting a free trial version of WebSphere Studio Application Developer for Linux and Windows.  It's heavy on capabilities for XML development.   The XML tools are largely comprised of a series of editors for XML and related artifacts, including editors for XML source, schemas, XML mapping editor, XSL trace editor, RDB/XML mapping editor, and DTD files. These editors allow you to create, edit, and validate the various file types. Depending on the context, these editors will even display the valid options that you can specify as your input, which saves you time and ensures that you have a valid XML document at all times. Carels.VirtualClient Studio allows designers to create Macromedia Flash-based user-interfaces using XML. Very cool. The product allows designers and/or developers to build rich, thin client and web enabled user interfaces that work cross platform and cross browser using CCIML (an XML based markup language defined and patented by Carels). The actual rendering of the user interfaces is done using Macromedia Flash

eXportXML is a tool for creating XML documents based on MS Word. The program is aimed at end-users with no XML skills, but who creates content that are needed in XML format, for example for use in media-independent publishing.
